The France and Germany Clasp was awarded to those who qualified for
the France Germany WWII Star; however as the recipient had already
qualified for either the Atlantic Star or Air Crew Europe Star, they were
awarded the bar in place of the medal, to be stitched to one of the WWII
ribbons.
